How to Do Online Tenant Verification in Uttarakhand

A tenant verification process is a necessary procedure to ensure the identity and background of an incoming tenant before handing over possession of any real property. Tenant verification in Uttarakhand is compulsory. As per Uttarakhand Police instructions, the process can be done using the Uttarakhand Police app or the CCTNS Citizen Portal, which requires completion before giving possession of the property to the incoming tenant. The UCC (Uniform Civil Code) was implemented from 27th January 2025. The police department has mandated a stricter policy under the UCC tenant verification services. Couples living together in live-in relationships must be registered under the UCC within 30 days of beginning cohabitation. The landlord also needs to be physically interviewed by the registrar before any approvals can be given.

•     Address proof — utility bill or rent agreement from previous residence
•     Employment proof — company ID or student ID
•     Two passport-size photographs
•     Live-in relationship certificate or agreement if applicable

From the landlord:

•     Photo ID proof
•     Property ownership proof or land tax bill
•     Copy of the drafted rent agreement
•     Completed tenant verification form
•     Acknowledgement receipt issued by the police

Step-by-Step Guide to Online Tenant Verification in Uttarakhand

The online process runs through the CCTNS Citizen Portal. New users register once with basic details including name, mobile number and address. Returning users log in directly.

Once logged in, follow these steps:

1. Navigate to the Tenant/PG Verification section under Citizen Services
2. Update your profile by uploading a photo, proof of identity and proof of address
3. Fill out the tenant verification form. Include landlord details (name, contact number, address) and tenant details (name, age, ID details, permanent address, occupation, rental property address, start date and lease duration)
4. Upload scanned copies of all required documents
5. Review every detail before submitting. The request cannot be changed once submitted
6. Save or print the final acknowledgement for your records

After submission, the police may visit the property for physical verification. Keep the acknowledgement printout ready as proof of compliance.

What to Do If the Online Process Is Unavailable in Your Area

Remote areas sometimes lack access to the online portal. In those cases, the offline process applies.

The landlord should collect the tenant verification form from the nearest police station in the property’s jurisdiction. Fill it out with the following:

•     Landlord name, address and phone number
•     Tenant full name, age, occupation and permanent address
•     Rental property address, duration of stay and rent amount

Attach ID proofs, address proofs and two passport-size photographs of both the tenant and the landlord. The landlord must also include their Aadhaar or PAN card, property tax receipt or sales deed copy and a copy of the rent agreement.

Submit the completed form at the police station. Collect a stamped acknowledgement as proof of submission.
